Thank you for the reply. I was on the right track for most of it (though this was much more cohesive).

However, the one issue I am still running into is the Level 1 being roman numeral, and level 2 and beyond all being numerical, including the level 1 reference needing to be switched to numerical instead of roman numeral.

Edit add: Legal style numbering for Level 2 and beyond. Woot!
