You can't. But you can reduce the line spacing for the whole paragraph by a small multiple (e.g. instead of single line spacing, set the multiple to 0.95). Visually, too, that would also be less noticeable than having just two lines with a different spacing. An alternative would be to insert an ADVANCE field at the start of the first line you want to modify and another at the end of the last-modified line to undo the first field's effects. See: Field codes: Advance field - Office Support

It is a twelve line paragraph, with the first two lines at the bottom of the prior page, and the remaining ten lines on the following page. I want to bring the third line of the para back to become the final line of the prior page. Thus the first three lines will be on the prior page, and the final nine lines on the following page. By decreasing the spacing between all the lines, I am unnecessarily decreasing the space between all those nine lines on the subsequent page. It is neither needed nor desired; I just want to decrease the space between the first two lines of the para, which are located on the prior page-- or it could be the first three lines, that would also be fine.

All you can do is split the paragraph, and then change the line spacing.

Or you can set the "Keep lines together" option so that the whole paragraph moves to the next page.
