Expand & Collapse - wont open doc as collapsed

Hi

I have a sensitive document which has numerous headings which expand and collapse sort of like content list.The issue Im having is I want all the heading just to show - with nothing expanded, but when I close and open the doc all are expanded. I have clicked paragraph and checked collapse by default but this doesn't work - any other ideas?
