Unhappy Setting a different header on first page

How do I create a header on the first page which is different to the subsequent pages WITHOUT inserting a page break?

I am creating document templates for use by my work colleagues. The header and footer included brand graphics.

However, the first page header graphic is a different height to the header graphic seen on all subsequent pages. As I can't rely on my colleagues inserting a page page everytime they are populating the document, can I design the template so the first page is always different? Do I use a cover page for instance?
