Default Curly Smart Quotes Switch to Straight Smart Quotes in New Chapters

G'day everyone!

I'm writing a novel at the moment and have set the autoformat options to replace straight quotes with smart quotes automatically. When I start a new paragraph, the formatting stays the same, i.e. I get curly quotes like I'm supposed to, but when I start a new chapter, I get angled straight quotes instead.

Some paragraphs, however, staunchly refuse to give me curly quotes. The only way I can get them to accept curly quotes is to copy and paste the quotes from a paragraph that does accept curly quotes. Not exactly the most elegant solution in the world.



The problem always occurs when I start new chapters, which I do by hitting enter until I get a new page break. This must be triggering different format settings somehow.

How can I get curly quotes all the time, every time?
