The whole point of PDF is that it is a graphical representation of a document. It is not meant to be edited. Depending on how it was made, recent Word versions can open it and make a stab at converting it to Word format, but the layout will be hit and miss.


Some OCR software can make a better stab at the job - e.g. Finereader is pretty good as such software goes, but converting graphics to editable text is never going to be easy and in a complex document probably impossible to recreate it as it was originally.
