This is called Optical Character Recognition or OCR. You can do a google search to find software that can do that (including free online services). I can't recommend any of the online tools but often the PDF-editing capable tools have this ability.

Handwriting is pretty much impossible for OCR to interpret so the results are likely to be very disappointing.
