Default Open 2003 Label Format in 2007

I have a 2003 doc formatted for labels. It was probably created through mail merge. It loses the formatting in 2007. I tried saving it as a template in 2003 and opening and converting in 2007. It still loses the formatting.

I attached the file as saved in 2003. Instead of creating a new mail merge, is there a way to transfer this file to 2007 and preserve the formatting?
