Re:
1. Check you Ribbon customisations (File|Cutomize Ribbon). 2. Footnote Text is a built-in Style name. As such it will be in the list of available Styles. Whether/when you'll see is depends on the Style display options you're using. With the Styles dropdown displayed, click on Options and change the 'Select Style to show' setting to 'All Styles'.
