Can't change Page Number in header in new section

Hello,
I've got a template set up with pages 1, 2, and 3 each as a separate section. There is page numbering in a header that starts in the third section; I want the page numbering to start at "2". It now starts at "3", and no matter what I do, it will not change.

I've looked at "Different first page" settings, odd and even pages settings. I'm stumped... Can anyone help?
