Page number puzzle Word 2010

I am formatting a doctoral dissertation and the page numbers should be like this

Title page: no page #
Table of contents: pages ii and iii
Abstract and rest of paper: 4 to end

I've been fiddling with this for so long. So far, I have the cover page correct, but on the Table of Contents I get page ii but no page number on iii, and the same thing in the next section, page 4 appears correctly but no page numbers after that.

Clearly in messing around with this, I've screwed something up. I can't figure it out. I have section breaks after the title page and the table of contents.
