Briefly, no. If you apply direct formatting (or character style) formatting to your different headings, that should be carried into the TOC. It cannot be a part of the heading style. See TOC Tricks and Tips by Suzanne Barnhill, MVP. Getting the TOC to pick up the colour, though, requires that you disable the hyperlink ability.
