It might be possible to do something using a tab with tiny left-aligned & right-aligned tab-stops in the headings concerned instead of manual line breaks, but you'd need to be careful with the TOC Style, too, to insert a right-aligned tab stop where it will both allow for the longest 'short' Hindi heading to appear with a space between it and the corresponding English heading without also causing the longest 'short' English heading to wrap to the next line.
