The problem is in the misplaced page break between Barbara teaching all the and children.
I have even tried deleting the entire paragraph and retyping it, but the break comes back in the exact same place.

That page break is a soft one, that is, it has been created by Word, not people editing the document. To figure out why it occurs, at the very least you have to upload a screen shot of the full page, that is, choose to show the white space between pages in Print Layout view. Ideally, you should upload an attachment in Word format for us to look at.
