Page numbering changes mid-section Word 2013

My section 2 header has the wrong page number on the last page of the section. I'm sure I must be overlooking something really simple and obvious. I have a relatively simple, short document set up like this:

Title Page (no header or footer, no page number)
- section break -
Table of Contents (section 2 header with page number "X of Y")
- page break -
Body of document (section 2 header and page numbers continue)
- section break -
Appendix (section 3 header with page number "A-X of Y")

The header begins on the ToC page, numbered as "Page 1 of 6." The page numbering continues correctly until the last page of the body, which says "Page 2 of 6" instead of "Page 6 of 6."

-There is no a section break before the weird page.
-The header still says "Header - Section 2-" and if I change anything in it, it affects all the pages before it, so I don't think there's a hidden section break anywhere.


-I tried deleting and reinserting the page number field.
-I accepted all changes and stopped tracking for the document, but that didn't fix it.

What else should I check?

Nuanced work-around: Erase the second 2 and type "docproperty pages" without the quotation marks. Select that, press Ctrl+F9 and then F9.

The nuanced work-around put "Page 8 of 6" in the header on every page, so that didn't work for me.

Then I noticed that there was a table breaking across the page break onto the last page (the one with the weird page numbering). I changed things so the table didn't span the two pages, and the page numbering corrected itself. I don't know why that made a difference, but I'm not going to argue with something that worked.
