It is very easy to build a template (not document) that has header and footer building blocks built-in.
Automated Boilerplate Using Microsoft Word (AutoText, AutoCorrect, Building Blocks, and more) These cannot be stored in documents. As it is, each section of a document has three headers and three footers. Header/Footer Settings Recap
