It remembers the view zoom settings on a document by document basis with one caveat. If the document was already saved and then you change the zoom and close the file, it doesn't save that change and therefore can't recall the final zoom. It is possible that updates to Word have broken these standard behaviours but it is more likely that you have an addin or macro running something that causes the zoom or window position to not be recalled.
In recent versions (Word 2016 and 2013), the behavior for view and zoom is different. Word no longer saves the view and zoom with the document. You'll need a macro by MVP Jay Freedman for the saving to occur (look for the SaveView2013.zip file at https://jay-freedman.info/).

The window size and position should still be saved, though.
