In my experience, Word remembers window position from the last time Word was open.

It remembers the view zoom settings on a document by document basis with one caveat. If the document was already saved and then you change the zoom and close the file, it doesn't save that change and therefore can't recall the final zoom. The simple fix for this is to change the zoom and then make minor text change eg add a space and then delete it again so you can save.

It is possible that updates to Word have broken these standard behaviours but it is more likely that you have an addin or macro running something that causes the zoom or window position to not be recalled.
