This is not possible by using any of the settings available for styles. In fact, its probably best not to use the page break before property at all if you can help it.
You can achieve what you want to do by inserting next page section breaks at appropriate points. <next page section break> H1 H2 <next page Section break H2 <Next page Section break> H2 <Next page section break> H1 H2 <Next page section break> etc
