What Charles is saying is that you cannot edit a picture of a document in Word.

You may be able to convert the picture to text using OCR (Optical Character Reading) software. There are a number of online OCR tools available e.g. https://onlineocr.net/ but I have not tried them, so cannot attest to their efficacy.

You could install a commercial product such as FineReader, but whether it is worth the cost for a single document only you can decide.
