What you are describing is a table of contents. Do you mean that you want a style for the title of the TOC? In that case, just create any style and apply it to text above the TOC.
On the other hand, if you are trying to customize the table of contents itself, you will have to modify the built-in TOC 1, TOC 2, etc. styles, because these control the appearance of TOC entries. TOC 1 determines the formatting of level 1 entries, TOC 2 determines the formatting of level 2 entries, etc.
