This looks like an old version of Word - perhaps 2003 - which has an additional toolbar, probably added by an Add-in.

Check the Word startup folder - If you have not changed the preferred startup folder it can be located (in English language versions of Windows) by typing
%appdata%\Microsoft\Word\Startup
in the Windows File Explorer Address bar and pressing Enter.

and see what is being added when you start Word.


I would also suggest renaming the normal template - see
