Referring to Captions
Have a look at photo. The Captions I defined is not in Cross-Reference box. Then I can refer to it from somewhere else.

It appears to me you're looking in the wrong part of the captions list, since the one you're after has Persian/Hindi numbering but where you're looking uses Arabic numbers.
