I have no trouble setting tabs within the indents on the ruler in Word 2013. Outside the indents can't be done. If this is giving you problems, as a diagnostic I suggest starting Word in Safe mode. Hold the Ctrl key down while starting Word, wait with it down, then release and a query will come up.
