Default Restrict editing options to lock a picture in header

Hi,

I'm creating a template document for our company. The header has 2 pictures which I am desperately trying to lock so that no one can move or delete them. But I can't restrict editing on the whole header because the header also has a "title" field which obviously needs to be edited by who ever uses the template.
Same for the footer, there is an image I need to lock, but also a "date" field that needs to be edited by whoever creates a document.

I tried the "section break" trick to restrict area of editing but it locks the whole header. I also tried creating a Picture Content Control box but I can't place the title field where it needs to go.

Any ideas, anyone?
