Yes, but you might not like them. For example, you could insert formfields and apply 'filling in forms' protection. That way, the document will open at the first formfield and tabbing will take you to the next one.
Of course, you could also use a Table of Contents, but even that creates (hidden) bookmarks. There is also Outline view - assuming you're using Heading Styles appropriately.
