How to save a PDF with header that extends to edge of page?

I have set my header and footer so that there is no default white line showing around the edge (screenshot below):

Header:

Header From Top / Bottom: 0"
Width: 8.2"
Height: 1.25"
Offset X: 0"
Offset Y: -0.25"

Crop Position: Width 8.2"
Crop Position: Height 1.44"

Footer:

Footer From Top / Bottom: 0"
Width: 8.5"
Height: 1.18"
Offset X: -0.21"
Offset Y: 0.21"

Crop Position: Width 8.5"
Crop Position: Height 1.18"

Obviously it looks good in Word. But when I save to PDF (I get the "A header and a footer of section 1 are set outside the printable area of the page. Do you want to continue?" dialog box) it still gives me the default white margins (screenshot below):

Any assistance?
