I note that, if the content controls lacking the chevrons are deleted and new ones are inserted in their place in an empty cell or an empty paragraph, the new ones have the chevrons. If you then add anything else to a cell or paragraph (e.g. a space before as the 'First Name' content control has) containing a content control having the chevrons, the chevrons disappear. Similarly, there are no chevrons if the content control is inserted into a cell/paragraph containing anything else. In either case, the chevrons do not re-appear if that other content is deleted. Other than that, the chevrons appear to be of no consequence.
