The same goes for plain text pasted into a justified paragraph.

Of course, it's possible the document you're pasting into has acquired some of corruption. Corrupt documents can often be 'repaired' by inserting a new, empty, paragraph at the very end, copying everything except that new paragraph to a new document based on the same template (headers & footers may need to be copied separately), closing the old document and saving the new one over it.
I understand that there's no connection between the justification setting and copy and paste. The point is that the ""Do full justification the way WordPerfect 6.x for Windows does" doesn't work under circumstances I can't determine. The only solution is a new document.

All that I would like is for that setting to work. It doesn't work if I copy a new paragraph into the document as you suggest.

Since it's a document-wide setting, there is no possibility for it to do otherwise, except perhaps if the document has some obscure form of corruption I've already told you how you might resolve.
