If the paragraph starting with "3." were in one of the built-in heading styles it would keep with next. Since it is not, you need to apply that setting to that paragraph.
Please review the web page on using built-in heading styles. Also, if you are doing numbering, see How to create numbered headings or outline numbering in Ribbon Versions of Word by Shauna Kelly.
