If everything is marked as "Keep with Next" and "Keep lines together" Word has to break someplace. Empty paragraphs marked this way especially cause problems.
You need to take these off of all paragraphs as a start. Then apply as needed.


2.2 Why you should press Enter only once to end a paragraph

Generally, you want "Keep with Next" in your heading. That keeps that paragraph with the next paragraph. "Keep lines together" will keep a paragraph all on one page if possible. If not possible, Word will give a page break before the paragraph.
