If you use content controls for the data input, you can use the 'No Changes (Read Only)' editing restrictions to mark as exceptions everywhere in the documents you want users to be able to edit.

Re: Tables with Rich Text controls, yes you can fix the row height - the same way you'd do for any table.

I know about the Editing Restrictions. But my main issue is that the restriction won't allow the user to edit a chart that's inserted into the document.

I'll check about the row height. Thanks!

Not if you use the 'No Changes (Read Only)' editing restrictions and mark the chart as an exception.

But Word doesn't allow "exceptions" when you use the "Filling out forms" option.
