Yes, but. The built-in building blocks that come with Word do this.

If you need something different, simply create your Table of Contents, select it, and press Alt+F3 to save it. Make sure that you save it as a TOC and in your template. If you want it to show up at the top of the list, put it in a category the name of which starts with a space or underscore.
Where can Building Blocks be stored?
