You are looking for the wrap text choices, which are available for both pictures and text. Right-click on the edge of a text-box or picture to get the wrapping menu. It is also available under the drawing tools tab.

The default wrapping for pictures is "In line with text" and for TextBoxes is "In front of text." You probably want "Square" or "Tight."
