Paragraph Formats and Page Breaks

Let's say that I have an H1 paragraph style configured to put a page break before.
I also have an H2 paragraph style configured to put a page break before.

Is it possible to configure things so that the H2 paragraph will not automatically insert a page break if the paragraph immediately before it is an H1?
