I found the solution. It was a lot simpler than I thought. I was making it too difficult.

For any chapter starting on an even page the page number is currently on the Right side of the Footer.
I highlighted the page number
Clicked on Design in the Ribbon
Clicked on Link to Previous to unlink it
Then I Clicked on Page Number and selected the option to have the page number on the left margin.

I had to scroll through my whole book and do that for all chapters starting on even pages but luckily it was on 12 chapters.
