Question Tabs and Command -- can it be locked?

Is there any way to lock the "tabs and commands" setting (one of the icons in the upper left-hand corner) so that both tabs and commands are always shown? Sometimes, the setting changes without my consent.



Also, is there any way to stop MS Word from offering to let me start editing where I was the previous time I opened a file?
