If you have not followed the instructions here in setting up your multi-level list, you should. How to create numbered headings or outline numbering in Ribbon Versions of Word by Shauna Kelly
I believe you will come out ahead if you format level 1 even if you never use it. P.S. Paul Edstein (macropod) understands this stuff better than I do.
