The problem is that Word won't show the Ruler in footnotes, so you can't adjust them that way. What you need to do is select all the footnotes (Ctrl-A) and then go to the Format menu ->Tabs and clear any existing tab values and add the one you want. Normally when a footnote is added a tab is added after the reference number automatically, so the numbers should stay aligned at the left. Don't forget that you can use Ctrl-T and Ctrl-Shift-T to hang and unhang the indent.

PS: Please don't resurrect ancient threads - this one was last active over 7 years ago. I seriously doubt the problem is ongoing!
