Publisher is a lot better at this than Word. It is designed for it while Word's handling of graphics is ancillary to its purpose.

You can have one picture in the behind text layer, one in the text layer and one in the in front of text layer and can position them absolutely. You could do the same with pictures placed in the header/footer layer. However, graphics in different layers cannot be grouped and it would be a real pain to edit.
