I doubt either of us is in a position to claim 'short list' or "short list" doesn't represent anything special. Besides which, one could hardly take that approach with quotes in general.

I would mildly disagree, about this particular case: why does "short list" merit quotation marks and large comprehensive listing not? Not that this means solving OP's problem isn't important …
