Yes.

I attached the NavPane Command (which is a toggle) to a keyboard shortcut.

This is under Customize the Ribbon > Keyboard Shortcuts (button). I would recommend saving the shortcut in a .dotm template and storing that template as a Global Template. Even though it would be a .dot template, it need not contain any macros.
