Your document has only two sections, delineated by a Continuous Section Break before the Table of Contents. All you really need do is delete that and insert a Next Page Section break after the Table of Contents. Having done that, you can then unlink the Section 2 footer from the Section 1 footer so they're independent. See attached. I've even deleted the footer from Section 1 and updated the TOC as a demonstration of this.
