sorry maybe I wasn't clear when describing the issue but I have already tried to set the page layout as "continuous" for the full document but that didn't change anything.

In the page layout, path that you mentioned below, I couldn't see anything referring to the different footers as you described them: primary, first page and even. All is displayed is field "Section Start" and if I choose continuous that doesn't make any difference.

I amusing word 2013. Are you talking about the same version?
