You can lock a project from viewing editing in vba from within the vba editor.
Tools > Project Properties > Protection

Your reference was to locking vba or a macro.

What you are talking about are editing restrictions available in Word 2007 or later.
In Word 97-2003 it is possible to lock a portion (Section) of a document without locking other sections. This is on the forms toolbar.
Making Forms with Microsoft Word

The same is available using the Restrict Editing button in later versions.
