Default Columns in Word 2003; not the automatic one though

I would like to have 2 columns in a word document, question left side, answer right side.



Automatic columns don't seem to work because they depend on paragraph content, some of the paragraphs I have are just one line.

Any ideas on this? I thought about Excel but that has other issues
