Is there a way to copy a Word doc from one doc to another where the original has tracked changes. When I attempt to combind two docs the tracked changes do not copy with the copy&paste.

Go to the Review tab and select Compare in the Compare section of the ribbon. You will find options for combining documents, which will include comments and track changes.
