Default dropped caps force new page

I want a dropped cap in the first sentence of every chapter of a book: 37 chapters in 37 sections.


Most of the time, it works fine, but in several chapters the dropped cap forces all text after it to a new page and nothing I can do will restore the text to its rightful place. Sometimes, if I add an empty line above the sentence with the dropped cap, the rest of the text will 'fall' into place--or the reverse might work: I delete an empty line above the dropped cap and the rest of the text returns to the right page. It's not consistent. I've made every effort to assure that all formatting is identical chapter to chapter.
I really want those dropped caps to work properly.
