Object in header or cover page?

hello and thank you in advance for any help.

I am trying to create a report in word where I will have various sections and there will be a title/cover page at the beginning of each section. The title page has some design elements (concentric circles) with Text inside. Im trying to figure out the best/easiest/fastest way to insert those title pages and/or the circles so that they are placed in the exact same spot on each title page. One way I tried was to make them in the header, but I was only able to make them show up on every odd or even page, which doesn't work if a section is more than one page.

I also tried creating a cover page that could be inserted throughout the document but the circles are not correctly placed on the various pages.

I have uploaded an example of what I am going for.
