The centre function will always centre between the margins.
The default settings feature equal left and right margins so centred text will be centred with respect to the page. Similarly the header area is preconfigured with a centre aligned tab, which fulfils a similar purpose. The tab position can be moved, if you are using asymmetric margins. Open the normal template in Word, move the centre tab in the header to where you wish it to be. Close the header. Type something in the body area. Delete it. Then save and close the template. If you have not changed the default location enter or copy %appdata%\Microsoft\Templates to the address window of Windows Explorer and you will be taken to the folder that contains the default template - which for Word 2013 is normal.dotm. Note that this folder is normally hidden. Repeat for any document template with asymmetric margins that you wish to have a title similarly positioned. If you want a centred sub-title or title in the body of the document, then create or modify a title paragraph style with a centre aligned tab where you want it and apply it to the title.
